Hi all, I have multiple databases for different countries, do I need a developer license per database, or can I use one license across multiple databases?

I'm not sure if I get your question right, but your developer license can be used for different localized versions. If you refer to multi installations or multi tenancy it's also possible to use only one license file. As per all options you'll need to change or upload the license (in various possibilities per installation, database, master, tenant or just in dev environment).
