Hi just need to know.

1. can there be 2 resellers at a given time
2. If NO, then what is the minimum duration for change from one reseller to another

You can only have one partner of record and in the US the switch is usually very quick (hours).
You can have multiple developers making changes - but that is up to the user to control who does what. It is better to go through your partner.

No. There's also no minimum duration on which you want to keep your partner.
