Has anyone had this problem:

You are working on an upgrade. NAV 2009 and NAV 2013 or 15 are installed on the same server and same SQL instance. When the server is rebooted NAV 2015 comes up and says this license cannot be used for this version. So you upload the NAV 2013/15 license. Then NAV 2009 says this license is invalid for this version. So you upload the NAV 2009 license. You may have to do this 2 or 3 times before they both launch.

Obviously, this is because the license is kept in the master database and when the server reboots it can't handle multiple licenses without being told.

In our next upgrade we are not going to install NAV 2015 in the same instance. This should handle.

Nevertheless, does anyone have a better handling or explanation?

Use the "Save license in database" feature to give each database the appropriate license. Then revert back to installing the license in Master once you are ready to go live.
There are no bugs - only undocumented features.
