Permission issue on NAV 2013 page Upgrade - New Version

Hi all, i am trying to upgrade the data fron NAV 2009 W1 to NAV 2013 W1. I have stuck at the page 104002 Upgrade - New Version. The attached error appears. I have proceed with all the necessary steps, insert license file, attached also, give permissions at the NETWORK SERVICE use, attach file too, but still the permission exists. Any idea please?

    The person who is running this Page need permission inside NAV if your license has the permissions.

    I allready have perimissions within the section. In NAV 2013, please see attached. Is there somewhere else to insert pemissions?

    Also i can login at NAV 2013 without issues.

    Issue has been closed. I updated the NAV 2013 file with the Alter method from the develpment environment, restart services and everything is ok. Thank;s for your reply.
