NAV2015 upgrade error running NAV2013 from folder ODBC error

I have a PC with only NAV2015 installed, plus folders for NAV2009 and NAV2013.
The intermediate step on the conversion from NAV2009 to NAV2015 is to bring up the NAV2009 database with NAV2013 development client to do the database conversion.
When I try to connect the NAV2013 development client, I receive an ODBC error.
Apparently it wants SQL Server Native Client 10.0 installed - NAV2015 only installs version 11.0.
I did not find an option in the NAV2013 prerequisites folder for the above client.
When I search for the version 10 download, all I can find is version 11.
Anyone have any suggestions on how I can install SQL Server Native Client 10.0?
(If there is not a quick fix, I can move my upgrade to a computer that has both, but it would be nice to find a fix for this and future upgrade projects.)

The ODBC driver installed from NAV2013 prerequisites from the SQL 2012 Express folder.
