How to create layouts for reports?

Hi all
till now i have modified already existing reports using layouts.

how to create layouts for newly created reports?

is there any tool like form transformation?

Just use Extras->Create Layout suggestion
Note: Code in the sections triggers of the classic layout is not transformed!!
